Citizenship by conferral is not open on a temporary visa. The law requires permanent residence for the twelve months immediately before you apply, and no temporary visa satisfies that however long you have held it or however settled you are.
That is a sequencing problem rather than a refusal. The route runs temporary visa, then permanent residence, then citizenship, and the useful question now is how you get to the middle step. Which door is open depends on your circumstances: points-tested skilled migration if your occupation is on the relevant list, employer sponsorship if you have an employer willing to nominate you, or a partner visa if you are married to or in a de facto relationship with an Australian citizen or permanent resident.
One thing is worth knowing now, because it changes how you count later. The four years of lawful residence that citizenship eventually requires includes time on temporary visas. Only the final twelve months has to be permanent residence. So the years you are spending in Australia now are not lost — they are already counting towards a citizenship application you cannot yet make.
