Australian citizenship by conferral is built on having lived in Australia, so it is not available to someone who is not there. The requirement is four years of lawful residence in Australia immediately before applying, with the final twelve months as a permanent resident, and there is no version of this route that runs from outside the country.
Migration comes first, and citizenship follows it by several years. The main ways in are points-tested skilled migration, where your occupation, age, English and work experience are scored; employer sponsorship, which needs an Australian employer to nominate you; and a partner visa if you are married to or in a de facto relationship with an Australian citizen or permanent resident.
There is one thing worth ruling out before you plan a migration route, because it would make all of it unnecessary. If a parent of yours was an Australian citizen on the day you were born, you may already be entitled to citizenship by descent, which has no residence requirement and can be applied for from anywhere. Similarly, if you were once an Australian citizen and lost it, resumption is available from outside Australia.
