Everything here turns on what you actually hold, and that is worth establishing precisely, because the distinction that matters is one people frequently get wrong.
Permanent residence and citizenship are different things, and so are permanent residence and a long-held temporary visa. Someone who has lived in Australia for twenty years may still be a permanent resident rather than a citizen; someone who has held a series of work visas may never have become a permanent resident at all. Citizenship by conferral requires permanent residence for the twelve months before you apply, so which of these describes you decides whether the route is open now or years away.
You can check your own status through the Department of Home Affairs' visa entitlement verification service, which reports what you hold against your passport details. If it shows a permanent visa, work out the grant date and count from there. If it shows a temporary visa, the question becomes which permanent route is available to you. And if you are a New Zealand citizen on a Special Category visa, you are on a different and shorter path than either — you can apply for citizenship directly without a permanent visa.
