This route is not open to you, and the exclusion is explicit rather than a matter of interpretation: the rule says a person working for an employer in Brazil is not a digital nomad for this purpose, with or without a formal employment relationship. The whole point of the permit is income arriving from outside the country.
The right route is the work one instead. Residence for work is available where you hold a job offer from a Brazilian employer, and in that case the application is normally made by the company rather than by you — it is their petition, supported by your qualifications and experience matched against the role. If you are working for a Brazilian company as a contractor rather than an employee, that is still Brazilian-source work and still outside this route. And if you have both Brazilian and foreign income, the Brazilian part is the problem: the permit is for people whose earnings come from abroad.
On citizenship: residence is what the naturalisation clock runs on. Four years of it in the ordinary case, or one year if you marry or partner a Brazilian, have a Brazilian child, or hold the nationality of a Portuguese-speaking country.
