The one provision that turns on distinction rewards services of exceptional value to Canada that have already been performed. It is not for distinguished people who would like to move, and it is discretionary, rare and has no published criteria.

Within the ordinary routes an employer can help. A Canadian institution that wants you can support a work permit, and permits judged to bring significant benefit to Canada are exempt from the usual labour market test.
