The Verdict: Need More Info
Statelessness is one ground for a discretionary grant of citizenship, but there is no entitlement and the bar is high. First confirm you have no claim to any nationality anywhere, including one you have never claimed.
The decision weighs your whole circumstances, including your connection to Canada. Statelessness with no Canadian link is unlikely to succeed; with a real connection, it is a different case.
Check a stronger rule first. A person born abroad on or after 15 December 2025 to a Canadian parent must be granted citizenship if they are under 23, have always been stateless, have 1,095 days in Canada in the last four years and have no listed security conviction. The citizenship by descent quiz covers it.
Otherwise the request is made on paper, with a detailed submission setting out the circumstances and the evidence for them.
