Canada’s federal routes for entrepreneurs are paused, so a business plan alone will not get you residence now. Look at provincial entrepreneur streams, or the skilled migration quiz if you would work for an employer.
The Start-up Visa stopped taking new applications, and its last exception, for 2025 commitment certificates, closed on 30 June 2026. The Self-employed Persons Program is also paused with no end date. A replacement has been talked about, but nothing has been published.
Some provinces run entrepreneur streams within their nominee programs, each with its own net worth, investment, business plan and residence conditions. They open and close intake, so check whether the province you have in mind is taking applications.
