Both can sponsor a spouse or partner, so for the application itself the distinction may not matter. Where it matters is location: a Canadian citizen may sponsor from outside Canada provided they satisfy the department that they will live in Canada when you are granted permanent residence, while a permanent resident must be living in Canada to sponsor at all. If the two of you are currently outside Canada, that difference decides whether this route is open now or not at all.
What happens next: ask your partner what they hold. A Canadian passport or citizenship certificate means citizen; a PR card means permanent resident.
