Your partner cannot sponsor you until their own permanent residence is granted. An application in progress, an approval in principle, or a work permit while they wait are not enough — the sponsor must hold the status on the day the sponsorship is filed.
That is a sequencing problem rather than a refusal, and it is one worth planning around, because there is often a better option than waiting. If your partner is being processed through an economic route such as Express Entry or a provincial nominee program, you can usually be included in their application as an accompanying spouse or common-law partner from the start. That route brings you both to permanent residence together and is very often faster than your partner landing alone and then sponsoring you afterwards. Whether it is still available depends on how far their application has progressed, and adding a family member later in the process is possible but has its own rules.
