How did your parent come to be Colombian?
Anyone born in Colombia to a Colombian parent has a Colombian birth registration, or a baptism record if born before 1938, even if nobody in the family has a copy. A parent born abroad counts as registered if they hold a Colombian identity card (cédula) or a Colombian birth registration from a consulate.
