Costa Rica does not sell citizenship, at any price, and it has no golden-passport programme to compare with the Caribbean ones. Nothing in Articles 13 to 16 of the Constitution creates a route to nationality through money; the only quick nationality Costa Rica grants by decision rather than by time is the honorary nationality the Legislative Assembly votes under Article 14.6, which nobody applies for. What investment does buy is residence, and residence reaches citizenship only by the ordinary road: temporary residence as an investor, permanent residence after three consecutive years, naturalisation after seven years of official residence — five if you are a national of another Central American country, Spain or an Ibero-American country by birth — plus the Spanish and Costa Rican history exams and a written renunciation of your present nationality that only Spaniards are excused. If a second passport inside a couple of years is the actual requirement, this is the wrong country and you should be told that now rather than after buying a house.
