Which republic's citizenship did that person hold before 1991?
Every Yugoslav citizen also held the citizenship of one republic. Croatian republican citizenship, under the 1977 Act, is what article 30 converts into Croatian citizenship, whether or not a domovnica was ever issued. It followed registration and zavičajnost, so it did not always match where a person lived.
