The Verdict: Need More Info
Your route depends on whether you belong to the Croatian people and whether you live in Croatia now. Check your registered residence (prebivalište), today and on 8 October 1991, first.
If you belong to the Croatian people and live outside Croatia, article 16 of the Croatian Citizenship Act grants citizenship on good standing alone: no residence, no language test, no renunciation, and no limit on where the family lived. Our Diaspora & Religious Return quiz sets out the evidence.
If you had registered residence in Croatia on 8 October 1991 without citizenship, article 30(2) is better still: a written statement to the police administration makes a member of the Croatian people a citizen, with no deadline.
If you held recognised refugee status for ten years or more, article 79(1)(3) of the Aliens Act gives humanitarian residence without proof of means or insurance, and article 156(1)(3) gives permanent residence three years later. Otherwise, living in Croatia, the route is ordinary naturalisation.
