The Verdict: Clear Path
Property worth at least USD 50,000 gets you a renewable residence permit: one year, three years from USD 100,000, or five from USD 200,000. Buy and register the property, then apply at the passport office in Cairo.
Interior Minister Decree 977 of 2023 grants this residence to foreigners who own one or more properties in Egypt, so several properties can be added together. The price must be paid in foreign currency.
Apply in person at the Passports, Immigration and Nationality Administration in Abbasiya, Cairo; most people enter on a tourist visa and apply there. The detailed documents are not published, so expect to show registered title or a sale contract, proof of payment in foreign currency, your passport and photographs.
Older figures of USD 100,000, 200,000 and 400,000 found online come from a 2017 decree and are out of date. At USD 300,000 the same purchase would also qualify for citizenship by investment.
Egypt has no permanent residence open to newcomers. Every permit lasts only as long as its basis, so the long-term route is naturalisation after ten consecutive years living in Egypt.
