The Verdict: Unlikely
A revoked certificate of naturalisation cannot be restored by declaration. If you have only been sent a notice of intention to revoke, act now: you have 28 days to make written representations to the Minister.
The declaration that restores citizenship after a renunciation applies only to people born on the island who gave it up voluntarily. There is no reinstatement after a revocation.
The procedure was rebuilt in April 2025 after the Supreme Court struck down the old one. After the notice and your representations, the Minister decides. If the decision is to revoke, you have 14 days to ask for an independent Committee of Inquiry, chaired by a retired judge, which can affirm the decision or set it aside. If you ask for nothing, revocation takes effect 14 days after the decision notice, so take legal advice before those deadlines run.
If revocation is final, a fresh naturalisation application is not barred, but the reasons for the revocation will weigh heavily on it. Revocation does not affect children who are Irish in their own right through birth on the island or the Foreign Births Register.
