The investor visa has four fixed entry points and no discretion below them: €250,000 into an Italian innovative start-up registered in the special section of the business register, €500,000 into an Italian limited company, €1,000,000 as a philanthropic donation in culture, education, research, heritage or immigration management, or €2,000,000 in Italian government bonds held at least two years. Those are statutory figures. Nobody can negotiate them down, and an adviser who suggests otherwise is describing something else.
So this route is closed at the scale you are working at — which is worth knowing in one screen rather than after a consultation.
What is worth looking at instead, because Italy has more to offer here than the investment route suggests. If you have income you can earn from anywhere, the digital nomad permit has been open to applications since March 2026, needs no Italian employer and no investment, and the time on it counts as ordinary legal residence — which means it builds towards permanent residency and eventually citizenship in a way the investor visa only does if you actually move. If you have passive income and want to live in Italy without working there, the elective residence visa is the long-standing route for that. If you want to start a business rather than fund someone else's, there is a self-employment route and a dedicated start-up route.
And if what you actually want is an EU passport rather than Italy specifically, say so — that is a different question with a much wider answer, and the routes that work are more often ancestry than money.
