Worth laying the system out, because it is not shaped the way most people expect and the right question depends on which part of it you are in.

The first thing to know is what Italy does not have: no points system, no skilled occupation list, no self-sponsored work visa. Nothing assesses you on your qualifications and record alone. What is assessed is a job or a business.

That gives four starting points, and they lead to genuinely different places.

If you have an offer from an Italian employer, you are in the best position and the question is only which route the role uses. Graduate-level roles at a reasonable salary go through the EU Blue Card, which sits outside the annual quota. Other roles go through the decreto flussi quota, which is a fixed national allocation released on click days.

If you are looking for work, the job comes first and there is no visa that lets you look from inside Italy. Targeting employers who already hire non-EU staff is the practical difference between a search that works and one that does not.

If you would be starting a business, that is a separate system — an innovative start-up route outside the quota, and a general self-employment route inside a small one.

And if your work is, or could be, for clients or an employer outside Italy, the digital nomad permit needs no Italian employer, no sponsorship and no quota place, and has been open to applications since March 2026. For a large share of people who arrive at a page like this, it is the easiest door by a wide margin, and it is the one they had not considered.

One question that would make all of the above unnecessary. If you have Italian or other European ancestry, a claim by descent produces a citizenship rather than a permit — no employer, no quota, no permission. Italy narrowed its rules sharply on 24 May 2025, but several other countries have not.
