The status is open only to nationals of countries that have both a visa exemption and a tax treaty with Japan, around fifty, including the United States, the United Kingdom, Canada, Australia, Singapore, South Korea, Taiwan and most of the European Union. A Japanese embassy or consulate can confirm the current list. If you hold two passports, answer for the one you would apply on.
