The Verdict: Unlikely
This rule is for outstanding work that benefits Mexico, so a strong professional record is unlikely to qualify. Mexico's ordinary routes do not depend on discretion: look at skilled migration, digital nomad or investment.
The law speaks of outstanding services or works that benefit the Nation. Senior experience or a good reputation is not what it describes, and a refusal comes with no appeal.
The ordinary routes are unusually open. A job offer from a registered employer has no salary threshold, occupation list or labour market test. Foreign income or savings support residence on economic solvency, and a business you run supports the investor route with no minimum amount.
From any of them, permanent residence follows at four years and naturalisation at five, or two for nationals of Latin American countries, Spain or Portugal and for descendants of a Mexican by birth.
