There are two versions of this, and the difference between them is whether you bring money or an idea.
The general entrepreneur route gives a residence visa to someone who has made an investment operation in Portugal, or who can show funds available here — including funds borrowed from a Portuguese institution — together with evidence of intent to invest. There is no fixed threshold in the statute for this route, which cuts both ways: it is flexible, and it is assessed case by case, so the business plan and the evidence of means carry the weight.
The second version is for innovative projects. Where your project is hosted by an incubator certified for the purpose, a residence permit can be granted without the usual requirement of holding a residence visa first. There is no capital threshold at all on this route — what is being assessed is the project and the incubator's acceptance of it.
Which is right depends on the business. A consultancy or a shop is the first. A technology or research-led venture is often the second, and the incubator relationship is worth pursuing before the visa, since it does most of the work.
Either way, expect to evidence the plan properly: what the business does, what it needs, what you are putting in and what it will generate. And note the distinction from the investment permit: that route is about capital — half a million euros into a fund or a company creating five jobs, or ten jobs created without a capital figure — and it does not require you to run anything.
