Between 2015 and 1 October 2019 Spain ran a route granting nationality to Sephardic Jews with no requirement to live in Spain. That window is closed and cannot be reopened without new legislation — but applications lodged before it shut are still being decided, years later. So the first thing to establish is whether you are waiting on a decision or starting from scratch. Applications were handled through Spanish notaries, often by a family member or a gestor on several relatives' behalf, so not knowing is a common and useful answer.
