Do you have registered residence (prebivalište) in Croatia?
Article 16 is open only to members of the Croatian people who do not live in Croatia. Croatia has no religious-return law: this route turns on belonging to the Croatian people, not on faith. Prebivalište is registered domicile; owning a house or spending summers there is not. A Croatian consulate or police administration can tell you whether an old registration still stands.
