How would you show that you belong to the Croatian people?
Article 16(2) counts earlier declarations of Croatian affiliation in legal dealings, its statement in public documents such as civil, school, military or work records, work for the interests of the Croatian people, and active participation in Croatian associations abroad. Article 16(3) excuses you if your parents' affiliation is undisputed. Where the family lived does not matter.
