Is there a Croatian institution that would back your case with a ministry?
Article 12 lets someone whose admission is in Croatia's interest naturalise with no residence, no language test and no renunciation. It needs a reasoned opinion from the competent ministry, so in practice a national sporting federation, a public cultural or scientific institution or a university puts the case. An applicant cannot start it alone.
