Article 12(3) of the Croatian Citizenship Act makes a competent ministry's reasoned opinion the deciding condition. No route to that opinion starts with the applicant alone, and there is no points-based or global talent scheme.

Article 110 of the Aliens Act issues residence-and-work permits without a labour market test to professional athletes and sports workers, artists in cultural institutions, heritage, library and archive specialists, researchers, native-speaker language teachers, key personnel and EU Blue Card holders. You pursue those with an employer, not a ministry.

Five continuous years of residence reaches EU long-term residence, and eight years with permanent residence reaches citizenship under article 8.
