Has that person returned to Croatia, or held refugee status for a long time?
Where citizenship was in another republic, the Aliens Act is what reaches the displaced. Returnees covered by the return, reconstruction or housing-care programme get permanent residence outright (article 156(1)(6)). Ten years in refugee status opens humanitarian residence (article 79(1)(3)).
