Repatriation covers permanent residence before 1 January 2001 in Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan, or the Asian part of the Russian Federation. For Russia, the Asian part is defined by a list of regions in a Council of Ministers regulation, so check the specific oblast or krai. It does not matter whether the residence continued afterwards.
