The national repatriation visa requires permanent residence before 1 January 2001 in Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan, or the Asian part of the Russian Federation. Ukraine, Belarus, Lithuania, European Russia and everywhere outside the former USSR are excluded.
