Thai nationality law changed that year. Before 1992 nationality passed down the father's line only, and a child born abroad to a Thai mother and a foreign father did not take Thai nationality at birth. The 1992 amendment changed that, and applied the change to people already born - so the answer here does not decide whether you qualify.
