This route is narrower than its name suggests. Spain grants citizenship by royal decree where exceptional circumstances are present, but there are no published criteria, no entitlement and no appeal — and in practice the grants go overwhelmingly to two groups: elite athletes who will represent Spain, and people deprived of their nationality. It is also citizenship rather than residence, so it is not a way of moving to Spain.
